What is Victorian Energy Upgrades?

Victorian Energy Upgrades (VEU) is a Victorian Government program that offers discounts on energy-efficient products. Accredited providers create certificates for each eligible upgrade and pass on the value as a discount on your quote.

What does it cover?

Eligible activities change over time, but have included:

  • Reverse-cycle air conditioning — including ducted systems and split systems, often when replacing older or less efficient heating.
  • Heat-pump hot water — replacing an existing water heater.
  • Other upgrades such as draught-proofing and efficient lighting.

Ducted and multi-head systems

For whole-home heating and cooling, ducted reverse-cycle systems and multi-head (multi-split) systems are the most common choices. Whether a particular system qualifies — and the size of the discount — depends on the activity rules, the product and what it replaces. Ask your provider which VEU activity applies.

How to use VEU safely

  • Check the provider is VEU accredited.
  • Get the discount shown as a separate line on your quote.
  • Get a written quote, not just a verbal estimate.
  • Be wary of unsolicited calls or door-knocks offering “free” upgrades.
  • Compare at least two quotes — the discount isn’t the only factor in price.

Combining with other programs

Some upgrades may also be eligible for Solar Homes rebates or federal STCs (for heat pumps). Programs have rules about combining incentives, so check before you sign. See our posts on ducted air conditioning rebates and heat pump hot water rebates.
